G M Chavan, a teacher in the Kendriya Vidyalaya in Victoria layout in Bangalore, lost his 22-year-old son, Suryaprakash on February 24 last year as he was thrown off his bike while crossing a speed breaker near a nursing home on the Outer Ring Road.

A case was registered at the Jayanagar police station and the inspector concerned clearly mentioned in the report that the accident was caused by an unscientifically built hump.

And this set off Chavan who filed a series of RTI with the traffic police and BBMP as part of his battle against all unscientifically designed road humps in the city. In his application, Chavan asked details about the methodology followed in construction, maintenance of road humps, blinkers indicating bumps, installation of caution boards to motorist and pedestrian crossing in Bangalore city, including others. Having failed to get any information, he approached the Karnataka Information Commission in May which ordered the authorities to provide the information.

“The Traffic Police in their reply said that they did not order for the construction of that particular speed breaker. The BBMP said in its reply that they had not constructed it. It might be the job of the BDA. The BDA too denied of its involvement,” Chavan said.
In February this year, the BDA and the BBMP inspected the site as per the order of the Commission. On April 20, Chavan got a letter which stated that as per orders, they had now increased the size of speed breakers.
