It issued contempt notices to the Union government, Parachute Regiment Training Centre (PRTC), Karnataka and Kerala Sub Area Command, and the Karnataka State Defence for not acting on its previous order to provide the road access.

The PRTC had closed the road in mid-90s for security reasons.

When the residents protested, the military establishment agreed to part with 1.6 acre for constructing an alternative road. But it went back on its decision later.

In 2003, A R Suresh and other residents approached the court, seeking a directive to the army to open the road that links the area with other parts of the City.

The court asked the army to open the road for public. The army, however, closed the road on January 26, 2010, citing security reasons. Last September, the court ruled that the road be kept open.

The Army, then, filed a review petition which was dismissed on April 5, 2011. The court, then, noted that the army had no right to close the road. The directive, however, was not implemented.
