'Pliant' officials rendered vigil ineffective: Report

The report stated that the administrative machinery in Bellary district was rendered ineffective by posting “pliant” officials across all departments. “In fact, a few officials have actively colluded in facilitating illegal mining activities,” it stated.

The report has cited transfers affected by the government in October 2009 in the district for a fortnight. During this period, the illegal mining activities were considerably reduced.

Considering the vital role of administration at district, taluk and below levels to control illegal mining, the report has recommended that officials must be carefully chosen for posting in mining districts.

Large-scale corruption

The report stated that the documents seized by the I-T department were a clear indication of the large-scale corruption that prevailed in the administration.

“The information is available only of a group of persons involved in illegal mining activities. Similar such corrupt practices by others at various capacities cannot be ruled out,” it said.

Records show that Karapudi Mahesh and his associates were fully involved in illegal mining in Bellary and other districts of the iron ore belt.

“Action should be initiated against Mahesh and his associates who have paid money to officials and others for carrying out illegal mining activities. The risk money paid should also be forfeited,” the report stated.

It is observed from the records that there was heavy movement of vehicles from one plot to the other without valid permits.

This indicates the extent of illegalities and uncontrolled movements. Further investigation in this regard may reveal more facts, the report said.
