The National Panchayat Raj Day was observed to mark the passing of the Constitution (73rd Amendment) Act, 1992 which institutionalised Panchayat Raj system, in Dakshina Kannada Zilla Panchayat hall on Tuesday.

Delivering a lecture, Mangalore University department of economics lecturer Dr Sripathi Kalluraya urged the Zilla Panchayat to strive towards bringing the rural people to the mainstream of the society. “There is a need to take measure to build confidence in them, so that they will overcome inferiority complex,” he said and added that DK ZP is stronger when compared to other Zilla Panchayats in the state.

It can take up rural development programme in collaboration with the NGOs. Panchayat Raj systems have played a vital role in the development of the country since its inception. Standing Committee on Social Justice President Janardhan Gowda said that Panchayat Raj’s true purpose is served only when it uplifts the weaker and marginalised sections of the society. One needs to introspect whether the Panchayat Raj institutions have been effectively implemented in the country or not.

“The elected representatives have a greater role to play in the integrated development of the villages by implementing the system effectively. The elected representatives should keep aside their personal interest and work towards the progress of the community, there by strengthening the system. The fruits of Panchayat Raj system should be made available even to the last person in the society,” he said.

Zilla Panchayat CEO Dr K N Vijayaprakash urged the officials of the Panchayat to put in their best efforts for the implementation of the goals set by the Panchayat Raj system.

He urged the members of the respective standing committees to ensure basic infrastructure facilities are provided in the district and help in creating a park for physically challenged. There is a need to rehabilitate the tribals and provide the children with education through residential schools, he said.
Zilla Panchayat Vice-President Dhanalakshmi Janardhan presided. Zilla Panchayat members Yashavanthi Alva, Mamatha Gatti were present.
