Despite rift, livestock census from today in DK district

Despite the tiff between State government and Karnataka Veterinary Association over the reorganisation of Animal Husbandry and Veterinary Services Department, the department has decided to resume 19th livestock census, a major national-level programme, from September 26.

In Dakshina Kannada district, the training programme for enumerators and supervisors had started in August and completed at Moodbidri on September 6. In Mangalore city, training was started with the co-operation of city corporation, but the process was stopped by the non- cooperation of the Karnataka Veterinary Association. Now the department has ordered all district authorities to continue with census work.

Jobs for unemployed

As per the new schedule, the training will be held between September 26 and September 29.  Enumeration will be carried out with the co-operation of education department, department of urban development, women and child welfare department, agriculture, horticulture and fisheries departments.

Along with this, anganavadi workers, corporation staff, Karnataka Milk Federation (KMF) staff and members of NGOs like Sri Kshetra Dharmasthala Rural Development Project (SKDRDP) will also co-operate with the process.

Educated unemployed youth can also work as enumerators.

According to basic criteria, one person will be appointed as enumerator in every village. If villages are small, one enumerator will be appointed for 1000 houses, if it is a hill area, 1500 houses if it is a plain area and 2000 houses if it is a urban area.

Honorarium to enumerators

Speaking to Deccan Herald, Animal Husbandry and Veterinary Services Department District Deputy Director Dr Halagappa said that the department has decided to appoint one enumerator for 700 houses in the district to finish the process at earliest.
“In Dakshina Kannada, we have 362 villages and 554 enumerators and 69 supervisors have been appointed. Enumerators will get a honorarium of Rs 7 per house. It would help unemployed youth,” Deputy Director said.
 
District is ahead’

“The livestock census should have completed by October 15, however we are ahead of other districts. We have asked for more kits for enumerators and kits will be distributed in time. The department is hopeful of completing data collection by October 20 and the report will be submitted to Union government by October 30.

The government will publish the report in June, 2013,” Dr Halagappa said. To look after the process, livestock census committee has been formed in district-level as well as in taluk- level. District Deputy Commissioner will chair the district-level committee which includes Zilla Panchayat CEO, Corporation Commissioner, Animal Husbandry and Veterinary Services Deputy Director and district nodal officer. In taluk-level, executive officer will be heading the committee.
