"The Central Information Commission is of the considered opinion that grave injustice has been done to the appellant by withholding information and by making him run from pillar to post for it when the same is available with the public authority," Information Commissioner Annapurna Dixit said.

Exercising his Right to Information, Anuj Pratap Singh in February, 2009 had sought certified copies of proceedings of Departmental Promotion Committee held for considering his promotion from State Forest Officer in Madhya Pradesh to Indian Forest Service, which were not provided to him even after seven months.

"The Commission accordingly directs the CPIO to provide information to the appellant by 20 October, 2009 failing which the Commission would be forced to initiate an enquiry into the matter, involving all the officers from the Ministry and from the Government of Madhya Pradesh whose names have been mentioned in the appellant’s rejoinder," Dixit said.
