East Corpn jolted into action against illegal constructions

Last Updated 13 December 2012, 20:05 IST

With a spate of building and wall collapse occurring in Trans Yamuna area over the last few months, the East Delhi Municipal Corporation has decided to ease its building plan sanctioning policy in Unauthorised Regularised (UR) colonies.

The corporation will constitute a centralised team to detect the spot and demolish unauthorised structures in the area.

S S Yadav, EDMC commissioner said the move aimed at ensuring that property owners build structures legally and do not compromise on the quality.

Yadav said a lot of property owners build structures without getting the building plan sanctioned. To evade the law, contractors also construct buildings hurriedly compromising on the quality, he said.

“One of the major reasons why people shy away from getting their building plan sanctioned before starting construction is because of stringent rules,” the commissioner said.

“They require a lot of documents that may or may not be available with the owners. We have done away with many such requirements,” the commissioner added.

The corporation’s standing committee cleared the new policy on Thursday. Now, sanctioning will be done according to approved regularisation plan of road under mixed land use policy.

An officer said, now people can apply for commercial buildings as well. “Considering the difficulties faced in establishing the date of division of plot, the general power of attorney or sale agreement either registered or notarised will be considered sufficient proof of ownership,” he said.

In case of back to back division of plot, a three-metre-wide service land shall be considered public road as opposed to earlier rules that required at least five-metre-wide road.

Monitoring team

The civic agency  has decided to form a central team to conduct on the spot detection and demolition of unauthorised structures in the area.

“With the help of police, a team of corporation officials will visit the wards daily and crack down on illegal construction. The target will be ongoing constructions because no prior notice is required to demolish them,” Yadav said.
