Plaint against Deshpande

A complaint was filed in the Special Lokayukta Court against Minister R V Deshpande alleging irregularities during allotment of land for IT corridor in 2001.

The complaint filed by Vasudeva Reddy of Bellandur has been posted to July 10 for further hearing. Apart from R V Deshpande, the complaint names former chief minister B S Yeddyurappa and private persons, Mithilesh Kumar Tripathi, Santosh Kumar Garg, Sathish Garg, Kusum Lata Garg, Devidas Garg, Anita Garg, Rakesh Kumar Garg and Kupendra Reddy.                           

According to the complaint filed by Reddy, the State government declared the land lying between Whitefield and Electronic City as IT corridor during the year 2000-01. Soon after this, Mithilesh and others purchased agricultural land alongside the outer Ring Road between Sarjapura Road and Marathahalli, even though they were not agriculturists and had income exceeding Rs 2 lakh per annum for non-agricultural sources.

The revenue authorities, took cognisance of the violation of Section 79A and 79B of the Karnataka Land Reforms Act and initiated proceedings and forfeited the land under various orders. In the meanwhile, the Karnataka Industrial Areas Development Board (KIADB) issued a preliminary notification for 500 acres, but the final notification was only for 434 acres in the areas covering Bellandur, Devarabisanahalli, Kadubeesanahalli and Kariammana Agrahara.

The complainant alleged that the acquired land also included those that were forfeited by Mithilesh and others and they came back as promoters of private companies and placed their proposals before KIADB to get allotted land to the extent of 106.25 acres. Reddy stated that all these companies were allotted the land, without the KIADB checking the authenticity of their proposal and till date none of these companies had undertaken any developmental activity on that land.

The complainant alleged several irregularities in the course of acquisition of land, including selective denotification, diversion of such deleted lands diverted for residential purpose, illegality in allotment of acquired land and encroachment of raja kaluve and irrigation channels and lakes.

He contended that the selective notification was made by R V Deshpande during his stint as minister in S M Krishna government and also by Yeddyurappa, when he was the chief minister for their personal gain. 

Reddy also alleged violation of building bye law and closing of the village road from Devarabeesanahalli to Panathur by one private company and sale of land allotted to them by the government.
