Rules to be framed to regularise illegal houses

The State government will soon frame rules and announce the date for submitting application for regularising  unauthorised houses built by the poor on government land in rural areas, Revenue Minister V Srinivasa Prasad informed the Legislative Assembly on Monday.

Replying to a question raised by Haladi Srinivasa Shetty (Ind), Prasad said an amendment to Karnataka Land Revenue Act 1964 which was given assent by the Governor recently provides for paving the way for grant of government land occupied in an unauthorised manner by persons in rural areas who have built dwelling houses prior to January 1, 2012. Only BPL families who do not possess any other house are proposed to be eligible for the scheme.

The amendment to the bill sought to substitute Section 94C of the Karnataka Land Revenue Act, 1964. However, no land will be granted where construction of houses has been made on natural drains or course of valley, in forest land, in land reserved for parks, playgrounds, tank bed areas, storm water drain among others, the minister said.

Besides, lands coming in the way of existing or proposed roads, inner or outer ring roads, national highways, bypass over ring roads including those proposed for widening and railway lines, mass rapid transit system projects will not be regularised. The regularised land cannot be sold for 15 years from the date of receipt of order of grant, he said.

Sugarcane dues
In a reply to Govind Karjol (BJP), Sugar Minister Prakash Hukkeri said deputy commissioners have been instructed to issue notices to 17 sugar factories to immediately pay pending dues to sugarcane farmers. The 17 factories owe dues to the tune of Rs 390 crore to farmers, Hukkeri said. In case, the factories fail to pay the dues, then it would be recovered from them by the government, the minister said.

There are totally 57 sugar factories functioning in the State and the total amount of sugarcane purchased in 2012-13 amounted to Rs 7,756 crore, Hukkeri added.
