13-year-old raped

Man kidnaps and assaults her in Kashmir

A minor girl was allegedly abducted and later raped by a 30-year-old man in Pattan of north Kashmir’s Baramula district. The accused and his accomplices are absconding as Jammu and Kashmir Police have launched a manhunt to nab them.

Reports said accused Rouf Bhat, with the help of his aides, allegedly abducted and raped a 13-year-old girl in Shalpora, Palhallan in Pattan, 30 kms from here. The girl was referred to Sub District Hospital, Pattan for a medical examination where doctors confirmed rape, it said. 

A police official said doctors confirmed the rape and they were in search of the accused, who are still at large. 

“The main accused has gone underground and we are trying to ascertain the identity of his accomplices who hail from South Kashmir,” he added.

A local resident told Deccan Herald that the accused had molested a girl in the past “but that time he was let go under political pressure.”

Last month, a tutor was arrested in uptown Srinagar after he allegedly raped a minor student who used to visit his home for tuitions. 

There has been a steep rise in crime-against-women incidents in the state with 9,634 cases involving rape, molestation, kidnapping and abduction of women and girls registered since last three years.

Official figures reveal the graph has shown a steep hike during the last three years with 2,763 cases registered in 2010, 330 in 2011 and 3,541 in 2012. However, according to official records, conviction rate in all the cases is a meager 3.26 per cent.
