Private hospitals bandh on February 1

In what portends a grimy situation on health front in the coming days, private hospitals in the district will remain closed on February 1, except for emergency services. The hospitals will also not treat the patients (from Feb 1 onwards), under the Yashaswini and Vajpayee Arogyashree programmes of the government till their demands are met.

In a memorandum submitted to the office of deputy commissioner here on Thursday, Dr G R Chandrashekar who represents Karnataka Private Hospital (KPH) Forum has demanded the intervention of Chief Minister Siddaramaiah and senior bureaucrats to address their demand for revising the package amounts under the government programmes.

According to the memorandum, the said programmes have put the hospitals into economic crisis with the reimbursement charges remaining the same even after the launch of the programmes. Yashaswini, an exclusive programme of the State was launched 11 years ago, enabling BPL card holders to undergo certain surgeries in the network hospitals with the government bearing the expenditure. Similar is the procedure under Arogyashree, a Central government programme launched three years ago.

Though the consumer price index (CPI) has gone up from 100 to 241, there has been a slash in package amount under the said schemes. The pathetic situation of the hospital managements is compounded by the delayed and arbitrary deductions at times, forcing some of the hospitals to think of closing the facilities.

The crux of the problem is not just the measly package amount, but also the anomalies in the distribution of BPL cards. Eighty per cent of the population has the card against the 31 per cent genuine beneficiaries. In northern Karnataka, the cards exceed the number of population. The irony is, when the BPL cards still remain a difficult problem to deal with, the  government is planning to extend the health schemes to APL card holders too, the release added.
