Arkavathy site allotment sees yet another obstacle

The fate of the 8,813 site allottees of Arkavathy Layout is hanging by a thread. Reason: The Bangalore Development Authority (BDA) has not yet begun the site registration process because the final detailed plan of the layout has not been submitted by the BDA engineering wing.

Highly placed BDA sources said that many people were making a beeline at the BDA head office to either register their sites or apply for alternative sites based on the intimation letters sent to allottees.

However, they are being sent back as none of the four BDA deputy secretaries were taking details for registration because they had not received the correct dimensional report (CDR) from the engineering wing.

“Unless the CDR comes, we cannot confirm details of the site details or start legal registration. Engineers prepare CDR, which clearly defines correct measurements of roads, footpaths and other infrastructure details. It is then sent to secretaries for registration. Sites were issued based on a preliminary report. The final layout report is also awaited,” sources added.

G Shivaparakash, president of the Arkavathy Layout Allottees’ Association, said: “The site registration process has not started yet.

When we spoke to BDA officials, they told us that engineers are working on the layout details and unless their report comes, registrations will not start.

Our wait for a site still continues. When we met BDA Commissioner T Sham Bhatt three weeks ago, he told us that the delay in work was because many officials were on election duty. The situation remains the same even after three weeks.”

Chief Minister Siddaramiah had assured allottees that they would get their sites by the end of March 2014.

Going by this, BDA had started dispatching intimation letters to allottees, informing them about their site. Many were even given alternative sites in the layout.

BDA had also organised a Lok Adalat in March, 2014 to settle disputes relating to Arkavathy Layout.

But allottees were disappointed as they were being given sites other than what they wanted. BDA Commissioner T Sham Bhatt told Deccan Herald: “Registration of sites will start within 15 days or a month.Work on layout formation is going on. Reports are being prepared and intimation letters are also being dispatched.”
