'Lokayukta staff demanded Rs 1-cr bribe'

Lokayukta staff had demanded Rs one crore from an executive engineer inside a hall right next to the chamber of the Lokayukta and threatened to raid him if he fails to pay the money, according to SP Lokayukta (Bengaluru City) report available with Deccan Herald.

Though it has been nearly a month since the report was submitted, there has been no investigation/action so far.

The incident of demand for bribe and threatening took place on the second floor of the Lokayukta office on May 5. The report of the SP Lokayukta (City) states that the executive engineer (name withheld) had received messages on his mobile number asking him to call the sender of the message.

“When he called up that number, a person, who identified himself as one Krishna Rao, told him that Joint Commissioner, Lokayukta, has asked him to come to the Lokayukta office. When he asked about the reason, he was told that there are complaints against him. He asked (Executive Engineer) to come to Lokayukta office on May 5, 2015,'' the report stated.

Accordingly, the executive engineer went to Lokayukta office and called up the person to know where he should come. He was asked to come to the chamber next to the stairs on the second floor.

 “On reaching second floor, a man emerged out of the waiting area outside PRO’s chamber. The man ushered the Executive Engineer into the adjacent hall and told him that there are scores of complaints against him, that he has committed huge irregularities in execution of works under MPLAD and MLALAD scheme, that he has amassed huge amount of wealth and that his house is going to be raided shortly.

 Further, he was told that there were originally 15 names in the list of officers recently raided. However, his name was in the end and got left out. Next time, his house is surely going to be raided. And if he wants to avoid that, he must shell out a sum of One Crore Rupees,'' the report stated.

The Lokayukta staff who was demanding the money asked the executive engineer to come back with the money on May 7.

 The executive engineer met Lokayukta SP (Rural) Ashwini on May 7 and narrated her about the incident. She referred him to Lokayukta City SP Sonia Narang since the matter was pertaining to the City jurisdiction.
In her report, Narang has stated that matter needed to be thoroughly investigated into since the mobile numbers and other details were available.

“The common man looks at this institution with lot of faith as well as awe. It becomes our foremost duty as well as responsibility to live up to the genuine expectations of the common people as well as the ideals of this esteemed institution. I would earnestly request you to get such unscrupulous elements working within the institution identified and initiate steps for appropriate action against them,'' the report addressed to the registrar stated.
