The accident took place late last night when a speeding container hit a tractor trolley which was already involved in a collision with a crane and rescue work was on at the site.
A team of policemen had gone to the site where the crane and the tractor trolley had collided and some persons were injured.
When the policemen and locals were engaged in the rescue operations, the speeding container hit them, killing seven persons on the spot.
One of the dead policemen has been identified as head constable K K Tyagi, who was posted in the Phase II police station.
Two homeguards were also killed, police said.
The injured have been admitted to the local hospital where the condition of some of them is stated to be serious.
