Lorgat has also made it clear that there is no proposal from the PCB to shift their share of matches to a neutral venue.
"Had Pakistan done half of what it is doing now before the ICC board meeting, the present situation could have been avoided," Lorgat told reporters here Thursday at a promotional event for the Twenty20 WOrld Cup.
The PCB was stripped as co-hosts of the 2011 World Cup by the ICC due to security fears.
The PCB also initiated legal proceedings against the ICC, but then dropped the idea.
"Pakistan has suspended the legal action as of now and we'll see what we can do with it."
"Till now there hasn't been any such proposal from Pakistan to switch its matches to a neutral venue," he added.
Lorgat also dismissed allegations of PCB members that the Indian cricket board used their influence in removing Pakistan as co-hosts for the World Cup.
"It wouldn't be right to blame India for the decision and if some body has said it, I think it is an irresponsible statement.
"It was a collective decision taken by 16 members. India have just one vote. There are many international teams which do not want to tour Pakistan."
Lorgat said the Champions League's has not been slotted in the ICC calendar.
He further claimed that he had already spoken to Champions League chairman Lalit Modi about the Twenty20 tournament's status in the ICC calendar.
"No domestic event will be included in the FTP. All domestic events are managed by their local boards while international events are what we take care of."
