The Railways has announced new refund rules while doubling cancellation charges for all classes with effect from November 12.

The time duration for cancelling confirmed tickets have also been increased. Now, passengers will have to cancel tickets at least 12 hours before departure and four hours after departure.

These changes, the Railways said, has been effected to check misuse. The ministry has claimed that the move will help mobile ticketing/proposed paperless ticketing and discourage touts/agents on black marketing of tickets. Automatic refund of fare on e-tickets is available in case of cancellation of trains.

The clerkage-charges per passenger for cancellation of unreserved, RAC and waitlisted tickets have also been doubled. The charges will be Rs 30 for unreserved (second class), Rs 60 for reserved (second class) and other classes.

The refund on tickets cancelled between 48 hours and 12 hours before the scheduled departure would be 75 per cent of the ticket amount. It would be 50 per cent if tickets are cancelled between 12 hours before and 4 hours after the scheduled departure.  No refund would be available if tickets are cancelled beyond this time limit.

Partially confirmed tickets can be cancelled up to half an hour before the scheduled departure of the train.
