The CBI has registered a case against Rajendra Kumar; MD of Intelligent Communication System India Limited (a PSU), New Delhi; two then MDs of ICSIL; two then directors of a private firm of Delhi; the Delhi-based private firm and other unknown persons on allegations of criminal conspiracy and criminal misconduct.
It was alleged in the FIR that Kumar, while working in different capacities in the Delhi government, favoured a private company based in Delhi from 2007 onwards.
The senior IAS officer allegedly facilitated award of contracts worth Rs 9.5 crore to the private company through ICSIL and misused his official position as public servant.
The accused were instrumental in award of projects to the private company in Delhi Transco Ltd, Health & Family Welfare Department, Delhi Jal Board and Department of Trade & Taxes, all under the Delhi government.
The accused in conspiracy with each other allegedly manipulated the tender process by designing pre-qualification criteria to award various contracts in favour of the private firm, while in other cases, work was awarded without following due procedure.
