<p>The CBI has registered a case against Rajendra Kumar; MD of Intelligent Communication System India Limited (a PSU), New Delhi; two then MDs of ICSIL; two then directors of a private firm of Delhi; the Delhi-based private firm and other unknown persons on allegations of criminal conspiracy and criminal misconduct.<br /><br /></p>.<p>It was alleged in the FIR that Kumar, while working in different capacities in the Delhi government, favoured a private company based in Delhi from 2007 onwards.<br /><br />The senior IAS officer allegedly facilitated award of contracts worth Rs 9.5 crore to the private company through ICSIL and misused his official position as public servant.<br /><br />The accused were instrumental in award of projects to the private company in Delhi Transco Ltd, Health & Family Welfare Department, Delhi Jal Board and Department of Trade & Taxes, all under the Delhi government.<br /><br />The accused in conspiracy with each other allegedly manipulated the tender process by designing pre-qualification criteria to award various contracts in favour of the private firm, while in other cases, work was awarded without following due procedure.</p>
