Bill to develop border areas tabled

It seeks to prevent influence of other States on border Kannadigas

The Bill was tabled by Law Minister Suresh Kumar, on behalf of the Chief Minister. It aims at developing people in 52 selected border taluks that have been identified and covered under the border areas in all spheres of life which includes Kannada language, culture, education, irrigation, environment, industry, health and agriculture.

The objective of the Bill is to protect the Kannada people from the influence of the language, culture of the neighbouring States, so that they “should not be carried away” from the Kannada environment socially, culturally, educationally and financially.

The proposed Authority will implement schemes to provide education in Kannada medium, text books, library and conducting lecture programme and also cultural programmes in Kannada language. It will also work for removal of insecurity feelings of the Kannadigas so that they develop self-respect.

The government has stated that there will be a recurring expenditure of Rs 7.11 crore and non-recurring expenditure of Rs 2.89 crore for establishing the Authority.

Public records

The Government also introduced a Bill that makes provision for maintaining public records on par with the public records legislation of the Centre.

Tabling the Bill, on behalf of the Chief Minister, Law Minister Suresh Kumar said the Bill helps in implementing the suggestions of the Indian Historical Records Commission to prepare a legislation regarding the maintenance of public records within the prescribed time.

It also makes a provision for proper maintenance and preservation of the government records in the State. Also, it ensure proper procurement, maintenance, administration and preservation of records of district administration, public undertakings etc.

The Bill has made provision for constituting State Archival Advisory Board to advice the government on matter relating to the maintenance and conservation of public records and other related matters.
