Compilation of the National Population Register (NPR), the first step towards issuing unique identification (UID) number to every individual, is being conducted along with the general census. The UID number will be a 12-digit unique number which can be used to open bank accounts, obtain passport, driving licence and many other services.

The Unique Identification Authority of India (UIDAI), headed by Nandan Nilekani, has come out with a form containing 15 questions for every individual (see box). The enumerators will fill the forms, which will have to be certified by the individual whose details are entered.

Filling up the form under NPR is the first step in the process of getting the UID. In the second phase, photographs and biometric identification of all individuals above 15 years of age will be collected. Biometric identification includes impressions of all 10 fingers and an iris scan.

“In the due course, data collected will be notified at ward/gram panchayat level and the public can rectify mistakes, if any,” T K Anil Kumar, Director for Census Operations in Karnataka, said. The programme also includes de-duplication process, where double entries of an individual will be deleted. The Centre launched the UID project in coastal areas in September 2009, ahead of other areas.

The preliminary process of collecting data in 193 coastal villages will be completed by the end of this month. The same process is going to be followed in other places.

If you miss

This is the best opportunity for the public to get themselves enrolled in the NPR. Those who miss this opportunity will have to apply for the same through the designated enrolling agency, which is yet to be notified. After the completion of the process, the UIDAI will issue a document to each individual, which will carry the unique number and the information collected from the individual.
