<p>Union minister Maneka Gandhi today lashed out those who preferred to record a video of a woman being raped in broad daylight in Vishakapatnam rather than rescue her and called them "thrill-seekers" and "culpable".<br /><br />A 21-year-old drunk man allegedly raped the destitute woman on Sunday near a busy road in Vishakapatnam as people remained mute spectators.<br /><br />Many eye-witnesses even recorded the video of the crime on their phones, according to media reports.<br /><br />"Everybody here is culpable...the people who were thrill seekers preferring to let a woman suffer rather than help her. I am totally outraged by their behaviour...by the behaviour of the man who raped her and by the people who by doing nothing helped it happen," Gandhi told PTI over phone.<br /><br />The accused was arrested yesterday and booked for rape. He has been identified as Ganji Seva.<br /><br />A driver plying his autorickshaw on the road captured the incident on his mobile phone and called the police immediately.<br /><br />According to police, the woman, aged around 40, had left her husband a month ago following a marital discord. She had been staying on the pavement for the past few days.</p>
