A draft bill which seeks to replace the ordinance pertaining to legalisation of Kambala will be tabled in the winter session of the legislature, Law Minister T B Jayachandra said on Thursday.

The session is scheduled to be in held in Belagavi from November 13 onwards.

Following protests in Udupi and Dakshina Kannada districts, the Legislative Assembly in February passed a bill to exempt Kambala and bullock-cart racing from the ambit of the Prevention of Cruelty to Animals Act, 1960.

However, the President returned the bill. The government modified the bill and later promulgated an ordinance. “The president has given his assent and the ordinance will be replaced,” he told reporters. “Also, the Animal Husbandry Department will be directed to issue a notification allowing Kambala to be held without any hindrance from November to March every year,” he added.

A bill to ensure reservation in promotion for SC/ST employees, the Anti-superstition Bill and the Karnataka Private Medical Establishments Bill are some other bills that will come up for discussion, he said.
