Faculties get partial hike, Govt is yet to decide on allowances

Faculties of the Indian Institutes of Technology (IITs) Indian Institute of Science (IISc) and other centrally-funded technical institutes (CFTIs) has got only a partial increase in their salary.

The Government, which recently notified increase in their basic and grade pay scales, is yet to take a final decision on the revision of the faculties' allowances under the seventh central pay commission (CPC) recommendations.

"The decision on allowances of faculty of CFTIs will be taken after consultation with the Ministry of Finance," the Human Resource Development (HRD) Ministry has said in a notification.

With the revision in the basic and grade pay, the salary of the faculties of the centrally-funded technical institutes has seen an increase of 15-20% with effect from January 1, 2016, a Ministry official said.

A Government employee's gross salary is the sum of various components which include basic pay and grade pay separately. The sum of the basic and grade pay is used to calculate their dearness allowance and other allowances.

"Till a final decision on allowance is taken, all allowances will continue to be paid at existing pay structure as if the pay had not been revised with effect from January 1, 2016, the Ministry added.

In its notification, the Ministry has also directed the Indian Institutes of Management (IIMs), IITs IISc to bring in provisions for discontinuation of the services of "under-performing" faculties who have been recruited on contract basis.

For this, it has instructed them to introduce a mechanism for periodic evaluation of the performance of such faculties.

"The institutes should put in place a process for discontinuation of non-performers," the Ministry said.

The Ministry's instruction on the evaluation of contractual faculties is also applicable to the National Institutes of Technology (NITs), Indian Institutes of Science Education and Research (IISERs), Indian Institutes of Information Technology (IIITs) and National Institute of Industrial Engineering (NITIE) in Mumbai.
