The duo claimed they were trying to get an audience with Minister of State for Finance Namo Narain Meena to invite him for a wedding when they were apprehended at Gate No 2 of the North Block by security personnel at around 2:30 pm.

Mukesh Kumar and Moti Lal, hailing from Rajasthan's Sawai Madhopur, were intercepted by CISF officials guarding the North Block after they were "found to be carrying" two live cartridges, a senior police official said.

"They told us that they were carrying a wedding card for Meena and that they had earlier gone to Meena's residence to invite him. They could not meet him there so they came to his North Block office," he said.

Kumar, a former sarpanch of Rajasthan's Wazirpur village, and Lal were caught after cartridges were found in the former's bag during the X-Ray baggage checking at the entrance of the Finance Ministry.

Meena, a former IPS officer, is an MP from Tonk-Sawai Madhopur in Rajasthan.
"The recovered bullets were of 9mm. It was detected when the bags were passed through X-Ray machines. The cartridges were found from Kumar's bag," the official said.

They did not have a license and could not explain the presence of cartridges either, the official said adding CISF handed over Kumar and Lal to Delhi Police.

"They were questioned by police and intelligence agencies. They were placed under arrest as they could not provide a coherent explanation about the presence of the bullets in their bag," the official said.
