During the hearing of a petition by G R Mohan, a City-based advocate and party in person, the power utilities submitted that they had supplied 22 hours of power to Bangalore, while it was 20 hours for the other urban areas and 12 hours for the rural areas on two occasions.

In a memo before the High Court, the power utilities said that they had supplied adequate power on two occasions on March 26, 2010 and April 1, 2010. The division bench comprising Justice N K Patil and Justice A S Bopanna directed the power companies to submit documents related to it.

Mohan had moved the HC seeking additional power. The Court on March 23, 2010, directed to supply two hours of extra power. He moved the High Court seeking contempt action against the power companies.  He cited various mismanagement like coal crisis and waste of energy by Government offices.
