During the meeting at Kote Hale on Wednesday, Education and Health Standing Committee President Manu Muthappa said that the local governing bodies have not been able to implement projects despite availability of funds.

He said that after the suspension of the Kakkabbe GP Engineer and GP Secretary by ZP CEO and after the Central Committee exposed violation of rules during their visit, none of the GP Secretaries are willing to relax the rules for better implementation fo the programme. He said that due to this reason, the progress in the region under MGNREGS is not satisfactory.

“If we go by rules, then we cannot attain even 10 per cent progress in the district. We had relaxed the rules to some extend during last year due to which we could attain 40 per cent progress,” Muthappa said.

He opined that since newly elected GP members and Panchayat Development Officers have very little knowledge about the scheme and how it can be implemented effectively after relaxing the rules, there is a need to organise a workshop on the same.

The house decided to recruit unemployed diploma pass outs to GPs which make action plan of over Rs 1 crore and also gave consent to pay Rs 8,000 salary to the employed candidates.

A sum of Rs 5.54 crore is available for works under MGNREGS for 2010-11. So far, only 16 works costing Rs 12.29 lakh have been executed.
