The counting of votes for the five states—Uttar Pradesh, Punjab, Uttarakhand, Manipur and Goa—is scheduled for March 10. Before the result of the elections are formally declared, a candidate is allowed to demand a recount of the votes. The request for the second counting of votes is to determine the accuracy of an initial count by the polling agents.

According to Rule 63 of the Conduct of Election Rules, the Returning Officer shall record the total number of votes polled in the result sheet in Form 20, and announce the same. The application for recount has to be made in writing, along with strong reasons. A candidate or an election agent, on behalf of the candidate, may apply for a total or partial recount.

The Returning Officer has the authority to either allow or reject the application. After the recount, in case of a change, the result sheet in Form 20 is amended to the necessary extent.
