Aadhaar-linked e-Khata mutation to cut delays: BBMP

The Bruhat Bengaluru Mahanagara Palike (BBMP) has introduced an Aadhaar-based automatic e-Khata mutation system aimed at cutting red tape and speeding up property record updates by encouraging property owners to transact online, so that their applications can be tracked and the officers concerned can be held accountable.

While an e-Khata is a property record stored with the BBMP, mutation refers to the process of transferring ownership in official records after a sale, gift, inheritance, or other transaction.

So far, property owners had to submit multiple documents in person and face delays as BBMP staff manually verified and processed each application — a procedure often marred by backlog and allegations of middlemen interference.

Under the new system, citizens whose e-Khata mutations are pending can complete the process entirely online. By visiting the BBMP e-Aasthi portal (https://BBMPeAasthi.karnataka.gov.in), users can search for their property using the ePID number, and both the seller/giver and purchaser/receiver must complete Aadhaar-based eKYC authentication. If the Aadhaar details match those linked to the e-Khata record and no objections are raised within seven days, the mutation will be approved automatically.

Disputed cases — such as those involving conflicting ownership claims — will continue to be reviewed by authorised BBMP officers.

The new system is expected to drastically reduce processing time for undisputed cases, cutting the mutation cycle from several weeks to just over a week. This will also help the BBMP update its tax database more quickly, improving revenue collection and reducing disputes over property tax assessments.
