“City improvement levy helped in the positioning and promoting Cape Town. Being self sustainable as a city not dependent on the national or central resources helped in financial management to carry forward the PPP. The model advocates accountability as the local government too is the key player,” he said, at the first session of Urban Innovation Forum here on Thursday.
Presenting the security strategies used in South Africa, which records highest crime rates and cleaning strategies used in CID of Cape Town, Yach said that without public participation, the elevation of the City to an international venue in a decade’s time would not have been possible.
