The petitioners B Ramakrishna Pai and others had moved the High Court challenging the guidelines issued by the State. The government had directed to assess the assembly constituencies and identify the wards where the SC, ST population is more and the same to be considered for reservation.

The petitioners, terming it as unscientific, had stated that the assembly constituencies cannot be compared with BBMP wards as one cannot assess a proper picture of the population.

Justice Billappa, who heard the matter, has stayed the notification dated July 21, 2009 on reservations. It could be recalled that the High Court on September 17 had directed the State government to announce the calender of events to conduct elections.
