Funds under SCSP/TSP not misused, claims minister H C Mahadevappa

Belagavi: Minister for Social Welfare H C Mahadevappa on Friday informed the Legislative Council that funds under the Scheduled Castes Sub-Plan (SCSP) and the Tribal Sub-Plan (TSP) have not been misused.

In the Legislative Council, replying to the question by BJP member Hemalatha Nayak, the minister said that under Section 7(c) of the SCSP and TSP Act, funds may be allocated and utilised based on the proportion of SC/ST beneficiaries in general social sector programmes.

Accordingly, allocation under the SCSP/TSP has been made for guarantee schemes and is being utilized for the benefit of SC/ST communities.

What Act says

“As per the Act, departments such as Education, Health, Agriculture, Horticulture, Irrigation, Women and Child Development, Rural
Development and Panchayat Raj, Planning, and Energy implement schemes applicable to all.

“For these schemes, funds under the SCSP/TSP are allocated and utilized for the overall development of SC/ST beneficiaries,” the minister said.

Funds released for schemes

As of the end of November 2025, under the SCSP and the TSP, Rs 42,017 crore has been allocated and Rs 17,546 crore released.

Of this, Rs 598.46 cr has been released for Gruha Lakshmi, Rs 846.75 crore for Anna Bhagya, Rs 118.52 crore - Yuva Nidhi, Rs 1,665.71 cr - Gruha Jyothi and Rs 1,024.65 crore for Shakti scheme.

In total, Rs 4,254.09 crore of the Rs 17,546 crore released under the SCSP/TSP this financial year has been utilized for guarantee schemes, amounting to 24.24% of the released funds.
