Love for Kannada and willpower needed for effective implementation of KBSAA, say experts

Mandya: A love for the Kannada language and willpower by administrators are necessary for the effective implementation of the Kannada Bhaasha Samagra Abhivruddhi Adhiniyama (KBSAA), 2022, experts said on Sunday.

Speaking on the third day of the 87th Akhila Bharatha Kannada Sahitya Sammelana in Mandya, several experts put forth their views on the implementation of the KBSAA.

Justice Ashoka Nijagannanavara, a member of the Karnataka Law Commission, felt that those from other states and even those from Karnataka, especially in IT/BT sector in Bengaluru, who are using the facilities and resources of the state, should learn to use and love the language of the land.

Mulabaagilu G Sridhar felt that state government had been successful in promoting the use of Kannada in e-administration by utilising advanced technologies. The government has ensured that all the files are available online and anyone can download these documents digitally anywhere in the world, Sridhar said. However, greater willpower is needed for its complete implementation, he added.

Constitutional amendment needed for Kannada judgements in HC

Justice B Shivalingegowda, who has been delivering judgements in Kannada from 1985, said that willpower is required by judges and advocates to promote the use of Kannada in court matters, adding that use of the local language in district courts will help common people understand proceedings and verdicts. Uttar Pradesh and Tamil Nadu judges have set an example in this regard, he added.

Justice Shivalingegowda further said that although column 16 of dwells on the use of Kannada in district courts, there is no rule that specifies what course of action is to be taken if the use of Kannada is not implemented.

There has to be an amendment in the Indian Constitution to ensure delivery of judgements in Kannada even in High Courts, Justice Shivalingegowda concluded.
