<p>Bengaluru: Karnataka Chief Electoral Officer V Anbukumar has asked Congress leader <a href="https://www.deccanherald.com/tags/rahul-gandhi">Rahul Gandhi</a> to sign a declaration and oath, which includes an undertaking that he would be punished under law if his “vote theft” claim is found to be false.</p><p>Anbukumar wrote to Rahul soon after the Leader of the Opposition in Lok Sabha addressed a press conference with what he said was “concrete evidence” of “vote theft” in the Bangalore Central constituency during the 2024 Lok Sabha polls. </p><p>Rahul is scheduled to meet Anbukumar on Friday and submit a memorandum on irregularities in the voter list. </p><p>The Congress leader has been asked to sign a declaration/oath under Rule 20(3)(b) of the Registration of Electors Rules, 1960. He has been asked to specify names of voters who should be removed from the rolls along with serial numbers. </p>.Umpire is playing for the other team: Rahul Gandhi fires a fresh salvo at Election Commission.<p>Rahul is expected to agree that making a false declaration in connection with electoral rolls is punishable under Section 31 of the Representation of the People Act and Section 227 of the Bharatiya Nyaya Samhita. </p><p>“As you are aware, the electoral rolls are prepared in a transparent manner,” Anbukumar stated. The 2004-batch IAS officer pointed out that draft electoral rolls from the special summary revision of 2025 were shared with Congress in November 2024. The final rolls were shared in January 2025. No appeals were filed by Congress, Anbukumar stated. </p><p>Anbukumar also told Rahul that election results can be questioned “only by way of an Election Petition” before the High Court. </p><p>Maharashtra Chief Electoral Officer S Chockalingam has written a similar letter to Rahul, asking him to sign a declaration and oath. </p>
