Rangappa made insulting remarks at KSOU meet: MLC

MLC Go Madhusudan, also the member of Board of Management (BoM), Karnataka State Open University (KSOU), has alleged that Vice-chancellor of University of Mysore and member of BoM made insulting remarks with gestures at a meeting held on Saturday.

Madhusudan told Deccan Herald, ‘Rangappa spoke in a high pitch targeting me for the only reason that I am the dissenting voice in the board for unearthing many irregularities in the open university’.

Madhusudhan said “I will wait till December 3, a deadline set by the Governor, also the chancellor of the varsity, to the authorities concerned at the open university to lodge complaint against the officers under Prevention of Corruption Act and also under relevant Indian Penal Codes (IPC) at the police station”.

Substantiating his allegations, Madhusudan, in a press release, has stated that when open university VC Prof M G Krishnan sought explanation from Rangappa on the recent order of the Governor, Rangappa dismissed the report of fact-finding committee headed by Justice Bhaktavatsalam, on the basis of which Governor has issued the order.

Rangappa alleged that most of the allegations (in the report) were against himself and Krishnan. Interestingly, the varsity has not provided sufficient documents. Earlier too, a probe was  conducted against me and a report was submitted to the then Governor.

When a report is already submitted to Governor, there is no provision in law for a second probe. There are many such relevant orders passed by the Supreme Court, added Rangappa.

Rangappa eventually said ‘I have answers for every allegations and the same will be sent to the Governor’.

Rangappa further said, ‘There is no need to initiate action against anybody as demanded by Madhusudan. As per the Governors’ order, there is three months time to submit audit report. It is only after somebody is found guilty during audit, action will be initiated. A reply to Governor will suffice, and nobody is a criminal here to initiate criminal proceedings’.

Following Rangappa’s explanation, it was recorded as the final decision at the meeting, said Madhusudan.
