Kerala govt slaps tough goonda law on Nisham

The Kerala government on Monday slapped provisions under the Kerala Anti-social Activities (Prevention) Act (KAAPA) on controversial businessman Mohammed Nisham (38), prime accused in the murder of security guard in Thrissur.

An order in this connection issued by the Thrissur district collector M S Jaya was handed over to the city police commissioner R Nishanthini.

With the KAAPA provisions in place, Nisham will be detained without bail for six months. He is lodged in the Viyyur Central Prison in Thrissur.

The collector’s action was based on legal counsel that favoured acceptance of a report on the case submitted by the commissioner. A local court had rejected Nisham’s bail plea on Saturday.

Nisham had run an SUV – a Hummer – over security guard Chandrabose on January 29 following a delay in opening a gate at a residential township. Chandrabose died last month.

The government considered 13 cases involving Nisham, including two in Bengaluru, before invoking the Act. In April 2013, Nisham who runs the Tirunelveli-based King Beedi Company was booked under Section 23 of the Juvenile Justice Act for letting his nine-year-old son drive a Ferrari. In June 2013, he was arrested for misbehaving with a policewoman.
