The motive is quite simply to deter “outsiders” from acquiring second and third homes in this tourist destination, which is making real estate unaffordable for local residents, said Chief Minister Digambar Kamat.

“Buying a house in Goa has become so fashionable that people are prepared to pay any price for it. This is driving prices up so much that Goans cannot afford to buy a home themselves,” Kamat said as he announced the finalisation of the Goa Regional Plan 2021.

The tax will be high enough to discourage acquisition of properties by those with no links to the soil. But it will not apply to those with business links here or to Goans who live outside the state. Those not domiciled in the state will be taxed very heavily for owning a house here, Kamat said.
