State HRC finds OMC, Bellary police guilty

Last Updated 01 January 2010, 18:56 IST

The Commission, in its order passed on Friday, has found the Bellary district police, officers and staff of OMC guilty of human rights violation, and has ordered the government to transfer the Bellary Superintendent of Police out of the district, immediately.

“If what is stated in the written statement and the sworn statement is true and correct, we should state that the Bellary district police and the officers and staff of OMC concerned are undeniably guilty of committing serious, heinous violations of human rights of the complainant, his wife.....” the Commission has observed.

V Anjaneya, DGM (Mines) of Obulapuram Mining Company had approached the Commission alleging threat to his and his family members’ life and that false case has been foisted on them at the instance of Srinivas Reddy, the Managing Director of OMC. Anjaneya had stated that trouble began when he questioned the destruction of several documents at OMC offices soon after the CBI inquiry into alleged illegal mining was ordered. The Commission recorded the statement of Anjaneya in Narayana Hrudayalaya on Thursday.

In what could be termed as a scathing remark on the Bellary police, the Commission has said that the case on hand was not an isolated one from Bellary district. “Whether it was the agitation resorted to by the farmers against the proposal of acquiring irrigated fertile land for establishing an airport or taking action against political opponents of the party in power, raiding private houses in the odd hours of the night and violating the solemnity of women folk, excess and abuse of police action was noticed by the Commission in recent times,” the order states, observing that there has been no improvement in the situation despite a clear warning to the SP not to allow his staff to indulge in such acts.

The Commission has also ordered the government to provide security to the complainant and his family members during the course of investigation and allow required medical treatment as advised by the doctors.
