Terrorism more dangerous if it comes from 'governed spaces' , India warns world about Pakistan

India on Wednesday warned the world that terrorism  was a more dangerous menace if it came from "governed spaces" and not from "ungoverned spaces".

Taking a tacit dig at Pakistan, External Affairs Minister Sushma Swaraj said that terrorism actively supported and sponsored by the states would not spare anyone - be it a state or society beyond the targeted ones, or its sponsors and supporters - if not dealt with collectively.

"Ensuring zero tolerance towards terrorism is the call of the day. The message is particularly to those who continue to believe that it can be an instrument of convenience," she said at Raisina Dialogue in New Delhi, sending out a message to Islamabad.

Her remark came just two days after soldiers of the Indian Army, along with Jammu and Kashmir Police and paramilitary forces, killed five terrorists of Jaish-e-Mohammed, who were trying to sneak in from Pakistan, crossing the Line of Control. The Indian Army personnel also killed seven Pakistan Army soldiers while retaliating to ceasefire violation along the LoC. The series of strikes by Indian Army followed a terror attack on a paramilitary force training facility at Pulwama in Jammu and Kashmir about a fortnight ago.

"Terrorism is undeniably the mother of all disruptions today," Sushma said, opening the second day's deliberations at Raisina Dialogue - a conference being held by Delhi-based think-tank Observer Research Foundation with support from Ministry of External Affairs with the theme 'Managing Disruptive Transitions'.

She noted that al-Qaeda's September 11, 2001 attacks on United States had partly contributed to the perception that terrorism had its roots in "ungoverned spaces".

"Partly because of the 9/11 precedent, we associate terrorism with ungoverned spaces. The more recent example of ISIS has reinforced this stereotype," she said. "While not without basis, what is even more dangerous is terrorism from governed spaces; in fact, terrorism actively supported and sponsored by states."

She said terrorism anywhere could threaten societies everywhere.

"To expect that an activity which draws on all the ills of the world - fanaticism, crime, bloodshed and illegal trade - will not have a corrosive impact beyond its intended arena is unrealistic. Nor will it spare its originators and practitioners," said the external affairs minister.
