CWG scam: Ex-official's bail order June 15

M. Jayachandran was accused of allegedly manipulating the minutes of the finance committee related to the contract for the timing, scoring and result (TSR) system for the October 2010 sporting event.

CBI Special Judge Talwant Singh said: “The accused Jayachandran's bail application is reserved for June 15.”

The probe agency accused the former OC joint director general of accounts and finance of being “guilty of willful and repeated falsification of records” and also of not revealing the true facts about the false statement made by former OC director general V.K. Verma, regarding the budgetary provision of TSR system contract.

Jayachandran contended that he could not be held responsible for the alleged wrong doings in the TSR system contract as he was just the secretary of the OC’s financial committee (OCFC) and the award of contract was the decision of the members of the committee.

“As the member secretary of the OCFC, Jayachandran manipulated and falsified the minutes of the OCFC on a number of occasions to justify the forgery in the approved request for proposal (RFP) for the TSR system,” said CBI counsel.

The CBI said he also headed the finance and accounts in OCFC and misinformed government authorities and officials about the financial clauses in various documents, the commercial proposal of firm Swiss Timing, the proposed contract to be made with Swiss Timing regarding TSR system, and the impact of such clauses on the OC.

“The accused deliberately did not bring on record that Swiss Timing had violated RFP conditions regarding commercial bids and was liable to be rejected,” it said.

The court earlier reserved the order on the anticipatory bail plea of promoter for Hyderabad-based firm A.K.R, Constructions A.K. Reddy till June 15.
