"We strongly condemn the attack this morning (Wednesday) in New Delhi and offer our deepest condolences to the Government of India and to all those who lost loved ones," Tommy Vietor, spokesman of the National Security Council, told PTI.

"There is no cause that justifies the use of terror and violence against innocent civilians. India is a close friend and partner of the United States," the Obama administration official said.

Vietor said: "We stand with the Indian people at this difficult time, and offer our support to India's efforts to bring the perpetrators of this crime to justice."

The blast outside Delhi High Court killed 11 perople and left 74 wounded.

Earlier, the State Department condemned the incident and said the people of India have once again demonstrated remarkable resiliency and courage in the face of horrific violence.

"The United States condemns in the strongest terms this morning's deadly bombing outside the New Delhi High Court and extends its deepest condolences to those affected by these cowardly attacks," State Department spokesman Victoria Nuland said.

"The people of India have once again demonstrated remarkable resiliency and courage in the face of horrific violence," she said in a statement.

Noting that terrorism is a scourge that affects us all and the United States stands with India in confronting this global challenge, Nuland said the US government continues to monitor the situation, including the safety and security of our citizens, and stands ready to offer any and all assistance to Indian authorities.

"We are not going to speculate on who may have done this. You've seen some press reports claiming responsibility," she said when asked who could be behind such an attack.

"I think we would refer you to the Indian government as its own investigation proceeds," Nuland said.

She added: "As you know, this just happened in Delhi just a few hours ago, so I think the Indian government is still at the stage of evaluating what it might need. But we have made clear that we stand ready to help if there's a formal request."
