HC notice to BBMP on dog menace

The High Court on Wednesday directed the Bruhat Bangalore Mahanagara Palike (BBMP), Karnataka State Prani Daya Sangha (KSPDS) and others to file objections in connection with a petition filed by a five-year-old boy, victim of a dog attack.

Jishnu, the victim of stray dog attack, along with his mother Vidya P had moved the Court seeking a compensation of Rs five lakh from the Palike for the attack. They had also sought the Court’s direction to the civic agency to clear the garbage and protect the residents from further attacks.

The petitioners in their submission had stated that they live in a residential locality, which is plagued by stray dogs. Several meat shops on the road, which do not dispose of raw meat properly, have been attracting stray dogs.

Further, the petitioners said even though they had complained to the Palike, the dogs were not shifted, but were monitored and released in the same locality resulting in continued danger for the residents.

The petitioners submitted that when they sent a notice to the Palike about the dog bite incident, the Palike dispatched a cheque for Rs 26,500 for the treatment of Jishnu, but failed to respond to the notice.

They have also sought directions to the Palike to split dog packs and establish a website with relevant information for victims of dog bites. The Division Bench comprising Chief Justice Vikramajit Sen and Justice B V Nagarathna has directed the BBMP, KSPDS and others. Jishnu, a resident of Yelahanka New Town, was attacked by a pack of stray dogs on July 6, 2010. He was rescued after a neighbour saw the dogs attacking him.
