'Ministries devoid of coordination'

Planning Commission member Arun Maira on Monday expressed concerns over lack of coordination within ministries to support the overlapping schemes of the government and termed the current governance model in India as silos.

India is doing more badly than Bangladesh and sub-Saharan Africa in terms of malnutrition, despite spending lot of money, Maira said while addressing the second CII Global Strategic Design Summit 2013 organised by Confederation of Indian Industry here.

“Malnutrition is not only about providing good food, but also about sanitation, clean and safe water and women’s empowerment. All these programs are with different ministries and hence the need to design governance architecture,” he added.

The government has intentions to set up several institutes of design across the country to improve productivity and outcomes for the products and services offered, including governance. All the same, Maira pointed out that money invested in public expenditure is not giving desired results due to flaw in design. “.... Designing solutions with engagement of implementation agencies is the key for the future,” he added.
