Traffic cops turn tech-savvy, 900 e-challaned

As part of an ambitious project, Delhi Traffic Police have been issuing around 900 e-challans per day on an average in 12 circles. Senior officers expect the system to be implemented in entire 43 circles by next week.

An electronic format of the challan, e-challan is expected to replace the traditional manual challan book. The system ensures that the violators do not get away easily and information is transmitted to a central server which processes details in addition to updating database.

According to Taj Hassan, special commissioner of police (traffic), the department has almost completed the process of providing training to operate the hand-held e-challan devices.

The device’s features include 16 GB memory, six-hour battery backup and an in-built camera. It can be used to accept fines through credit and debit cards, issue challans offline in case the device is disconnected from the server.

“Providing training to challaning officers is one of our top-most priorities along with
operating prepaid booth for autorickshaws and taxis,” Hassan said.

As per the data available, 938 e-challans were issued on Monday, while 911 e-challans were issued on Sunday.

“Figures have been similar over the past one week and has been seeing a gradual rise over the period of time. It will see a massive increase once implemented in the entire city by the end of the month,” Hassan added.

The e-challan takes into account earlier challans against the offending vehicle or driver and a challan is issued accordingly. The gadgets are to be issued to every traffic head constable, assistant sub-inspector, sub-inspector and inspector.

Every traffic violation is supported with a photo which can reproduced to the violator in case he or she wishes to contest the traffic violation ticket or challan. The project was scheduled to be launched in March, but had failed to meet the deadline.

Sources in traffic police said the project was delayed as the vendor chosen for supplying the gadgets — telecom operator Airtel — had sought more time to deliver the instruments. As per an agreement, Airtel will provide 1,200 hand-held devices to cover the entire city.
