UPSC to appoint officers for new state

Fresh appointments in the proposed Telangana state will be conducted by the Union Public Services Commission (UPSC) initially as the Centre has decided to allot the existing state PSC to the residuary state of Andhra Pradesh.

While the Andhra Pradesh Reorganisation Bill, cleared by the Union Cabinet on Thursday night and slated to be sent to President Pranab Mukherjee (who will forward it to the Andhra Pradesh Assembly), has decided on the status of PSC, it has decided against splitting the High Court as of now.

According to the bill and the Cabinet note, Andhra Pradesh will retain the existing Public Service Commission and the UPSC would act as the PSC for Telangana.

The documents said there would be a common High Court and its expenditure would be apportioned between the two states on population ratio until a separate High Court is set up.

The bill says that every person will provisionally continue to serve Andhra Pradesh government unless he is required to serve Telangana.  Soon after the bifurcation, the Centre will allot service to either Andhra Pradesh or Telangana.
