Police research dept plans state-specific training module

The Bureau of Police Research and Development (BPRD), the country’s official police think-tank, is planning to evolve state-specific training plans for police personnel, besides a separate module for paramilitary personnel after analysing their strengths and shortcomings.

The BPRD have sought the help of academic, training institutions, universities and consulting firms for the implementation of training intervention scheme for police personnel with the objective of improving their functioning and effectiveness across various states, central police forces and central armed police forces, a senior official said.

The selected institution will have to conduct specific analysis of training needs for various ranks from constable to Deputy Superintendents of Police (DSP). They would prepare modules keeping in mind certain unique problems the police face such as Maoists menace, terrorism, insurgency, coastal security threats and communal tension.

The Bureau plans to develop a comprehensive and specific modules for the entities under five components: training capacity gap analysis, training material gap analysis and its production, assessment of quality of investigation, impact of training programmes and developing mock exercises for police operations.

The study is also expected to suggest new courses required, its methodology and periodicity. It will also suggest changes in training imparted to police personnel such as pre-promotion training, in-service training, thematic and mandatory, and other refresher courses.

It will also evaluate deficiencies in training materials for various police ranks and updation of those materials. It will also prepare a standard material in English and Hindi on various subjects for different ranks.  The institution will also be tasked with developing 10 mock exercises for operations like anti-hijack, ambush and counter-ambush in several terrains, raid and rescue, cordon and search, handling IEDs and landmines, post blast investigation, hostage negotiation, VIP protection and convoy movements.

Checking the quality of investigation for different cases will ascertain the level of knowledge and the skill shown by investigating officers to launch successful prosecution and conviction.
