CBI files cases against 16 Jal Board officials

The CBI has registered five cases against 16 engineers of the Delhi Jal Board (DJB), besides a private company, for allegedly supplying spurious equipment to sewage treatment plants and causing the exchequer a loss of around Rs 6 crore.

The accused, including nine executive engineers and seven junior engineers, allegedly bought cheap and spurious motor pumps, gear boxes, machinery and spare parts at exorbitant rates by projecting a Delhi firm as an authorised dealer of a manufacturing firm in Mumbai, using forged documents.

“The case relates to alleged supply of spurious, cheap items of motor pumps, gear boxes and machinery, spare parts used in sewage treatment plants at exorbitant rates by showing the firm as an authorised dealer of a manufacturing firm on the basis of fake and forged documents,” a CBI statement said.

The DJB had selected Mumbai-based Esenpro for supplying the equipment. Sources said the DJB officials hatched a conspiracy with the owner of the Delhi-based Metro Projects and Sales Services, who forged letters of Esenpro’s regional manager, claiming that his company was the authorised supplier of Esenpro equipment in Delhi, sources said.The CBI recovered over 100 such letters with different signatures during its searches at 21 locations in Delhi, Noida and Ghaziabad, they said.

Gupta allegedly supplied the equipment carrying Esenpro trademark, purportedly spurious, worth Rs 6 crore to five sub-divisions of the Jal Board at Kondli, Keshopur Coronation Park, Maharani Bagh and Wazeerabad.  “Certain letters were also issued to the regional office at Mumbai, but delivered in Delhi for deputing technical representatives to examine and suggest improvement of machines and pumps installed. The accused, in collusion with the private firm, allegedly prepared letters signed by the then regional manager of a Mumbai-based firm, stating that Esenpro items are proprietary items and that the work will be executed by the sole authorised dealer based at Delhi,” the statement said.

“Thereafter, the proprietor of the Delhi-based private firm allegedly sent letters to the executive engineers of all five sub-divisions, claiming himself  to be the sole authorised dealer for spares, renovation and servicing of Esenpro-make gear boxes along with receipt of authorisation,” it said.
