The shaping of Telangana

The final process of carving out Telangana state will commence after the Andhra Pradesh State Reorganisation Bill passed by Parliament is sent to President Pranab Mukherjee.

A three-line communique announcing the formation of Telangana will be prepared by the Union Home Ministry and sent to the President. After the President gives his assent for the Andhra Pradesh State Reorganisation Act, he will issue communication stating Andhra Pradesh has been divided and a new state of Telangana has been formed.

The statement will also contain the announcement for the division of assemblies and Lok Sabha seats between the two states. 

On receipt of the presidential communique, the Home Ministry will announce the appointed day for the formal split. Simultaneously, the Home Ministry will intimate the Election Commission on the creation of the new state.

Following this, the ruling party (Congress) has to appoint state presidents for the two party units, who will have to convene the legislature party meeting to elect legislative party leaders of the two states. The legislature party leaders of the ruling party will become the chief minister of the respective state. Once the new chief ministers are sworn in, the respective Assembly  speakers and council of ministers will have to be announced.

Assets sharing

A bifurcation committee comprising senior officials from both the states will divide the assets.

The committee will allocate all-India cadre civil servants such as IAS and IPS officers. The panel will function under the Union Home Ministry to ensure fair play.
