The Queen, 83, is grooming her grandson as a ‘Shadow King’, The Mail on Sunday quoted the document as saying. It said the document shows that plans to ease the strain on the Queen and her 88-year-old husband are at an advanced stage.
The disclosure comes despite denials from the Palace that the Queen was planning to step back from her public duties, and is set to fuel rumours that she believes William, rather than Charles, would make a better King.
