<p>The Congress, on Monday, complained the Election Commission that BJP leaders had kept gram panchayat members of Bellary in their captivity in the backdrop of elections to the Legislative Council. <br /><br />The Congress demanded that the Commission should take legal action against the party leaders of Bellary. Congress leaders, led by V S Ugrappa, submitted a memorandum to joint electoral officer B V Kulakarni in this regard.<br /><br />The Congress alleged that the BJP had kept hundreds of gram panchayat members from Bellary in a resort near Dharwad and was forcing them to vote in favour of the BJP candidate in the elections.</p>
