College buildings in Hassan yet to be dedicated formally

There are many instances where government buildings are inaugurated even before completion of works, due to various reasons.

Once the formality is completed, the building may take months or even years to begin functioning.

Surprisingly, some government buildings in Hassan district have started functioning without the glittering inaugural ceremonies in the presence of prominent personalities, as the authorities concerned cite that some minor works are pending.

Ironically, the officials and elected representatives have conveniently forgotten that these buildings have not seen formal inauguration.

Although it is not mandatory to inaugurate newly-constructed buildings, the formality is followed as political parties want to draw mileage. It also helps make the public aware of the new facility.

The buildings of the Government College for Women, Hassan Veterinary College, Home Science College and Law College have not been formally dedicated, but, have started functioning, thus serving the very purpose.

The Women’s College is functioning since six years, while one batch of students have completed their course from the Veterinary College.

One more building awaiting formal inauguration is the hi-tech hospital constructed on the premises of the Hassan Institute of Medical Sciences.

Two years have passed since the works were completed. But, medical equipment and other basic facilities are yet to be installed, which needs at least Rs 20 crore. The Medical Education Minister, during his recent visit, assured of funds.

Another building which has met the same fate is the Travellers Bungalow at N R Circle

While some officials hint at political motives behind such neglect to organise inaugural functions, officials of the Public Works Department say that their job is to construct buildings and the department heads concerned should decide on the inauguration programme.

The Travellers Bungalow is the only building that belongs to the department and the works will be completed within a couple of months, once the funds are sanctioned, they said.
