Taking a leaf from the IMF, the Economic Survey 2014-15 set out a new trend to explain separately ‘the outlook for economy’ and ‘recent development in major sectors’ in two different volumes.

Volume One discusses the outlook and prospects as well as a number of analytical chapters addressing topical policy concerns. Volume Two describes recent development in all the major sectors of the economy and contained statistical table and data.

“In a sense, Volume One is forward looking but gaining from the perspective provided by the recent past which is the subject of Volume Two,” says Arvind Subramanian, Chief Economic Advisor to the government, who is the architect of this year’s Survey. The broad themes of the Survey are “creating opportunity and reducing vulnerability.”

There is a more academic discussion that speaks to the Make in India initiative, shedding light on the debate between manufacturing and services and suggesting alternative ways of thinking about transformational sectors.
